For some reason when I put them to close they jump back to where they were. I don't know why and the manual mentions nothing of it. Can the scenery objects not overlap?

^I think it's the snapping. Im pretty shure you can turn it off. Look for "snapping" in the guide book.
Sorry I can't help you out further, I don't own the DS game (yet).
On the DS version, only a certain number of clipart pieces can overlap - the game will prevent you from doing too many by snapping the current one back
